By providing Federal contracting preferences to small businesses, the HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in rural and urban communities. A result of the Small Business Reauthorization Act of 1997, this program makes sure preferences go to small businesses and that the company maintains a "principal office" in one of these specially designated areas.
